How we manage our financial resources
NHS Rotherham is now part of the NHS South Yorkshire and Bassetlaw PCT Cluster and has been allocated approximately £463.8 million through resource limit allocations for 2011/12.
The NHS Rotherham Clinical Commissioning Group and the NHS South Yorkshire and Bassetlaw Trust Board receive a monthly financial key targets report and regular updates on the financial position of the organisation. The Board makes decisions in respect of the allocation of resources. It is a key objective, set by the Department of Health, for the Trust to achieve financial balance.
NHS Rotherham has in place, and adheres to, Standing Orders, Standing Financial Instructions and a Scheme of Delegation that were approved by the Trust Board in October 2011.
Purchase of day-to-day supplies and equipment
NHS Rotherham has its own internal Procurement team for the purchase of healthcare services, but obtains its Supplies service from the Rotherham NHS Foundation Trust (TRFT). The TRFT Supplies Department follows the procurement guidance established by the Government Procurement Service (GPS), the national partner for UK public services, when processing NHS Rotherham requisitions for day-to-day products and services. GPS provides expert guidance on procurement matters and establishes contracts and framework agreements that may then be utilised by NHS bodies. NHS Rotherham will advertise tenders/contract opportunities for goods and non-clinical services worth over £131,057 in accordance with The Public Contracts Regulations 2006, using the SIMAP website which may be found here.
How we purchase healthcare
NHS Rotherham is responsible for determining the need for hospital and community based services, negotiating contracts with local providers and funding the purchase of appropriate levels of care. This includes outpatients, diagnostic investigations, inpatient and day case treatment, accident and emergency services including ambulances and emergency admissions to hospital, community hospital services and domiciliary care.
When contracting for healthcare services we adhere to the Principles and Rules for Cooperation and Competition and follow the Procurement Guide for Commissioners of NHS-funded Services (dated 30th July 2010 DH Gateway reference 14611).
Contract opportunities for healthcare procurements are advertised on the Supply2Health website and resulting agreements are established using standard NHS Contracts.
The provision of these services for local residents is monitored throughout the year to ensure value for money and compliance with NHS objectives and local quality criteria.
