As part of the Health and Social Care Act 2012 Clinical Commissioning Groups will be established as a statutory organisation as the commissioners of health care. These organisations will place local GPs and other healthcare professionals at the forefront of local commissioning. The local Clinical Commissioning Group will be required to establish a Governing Body whose
membership will include two lay representatives. One lay member will be responsible for the oversight of governance (including financial governance) with the other lay member taking responsibility for public and patient engagement.
As a Lay member, you will support the Governing Body in achieving full authorisation and will hold the Clinical Commissioning Group to account for the delivery of its strategic objectives.
The Lay Member for Governance will bring strategic insight and impartiality to the governing body, overseeing key elements of governance, including audit, remuneration and conflicts of interest. You will have the skills, knowledge and expertise to assess and confirm that appropriate systems of internal control are in place for all aspects of governance, including financial and risk management and will act as Chair of the Audit Committee.
The Lay Member for Public and Patient Engagement will be the Board lead for the overseeing the CCG’s patient and public involvement & engagement strategy, able to demonstrate experience of working to represent the views of the local population, including seldom heard groups.
Both roles will require use of local knowledge and working closely with GPs, hospital, local authority and other providers of primary and secondary care services.
If you are interested in one of the above roles you will need to demonstrate a range of competencies including strategic thinking, leadership, organisational transformation, excellent communication skills to offer purposeful, constructive scrutiny and challenge and the ability to build effective working relationships with others. You will also need a commitment to patient needs and excellence for all in the commissioning of health services. Previous experience of working in a non-executive or lay member role would be advantageous.
The time commitment is up to 2½ days per month annum which may include some evening engagements. Remuneration will be a minimum of £7,882 per annum (subject to Remuneration Committee approval).
