Performance against targets (KPI) / performance framework

In 2008/9, NHS organisations were awarded performance ratings by the Healthcare Commission(superseded by the Care Quality Commission in April 2009) through the Annual Health Check.

The overall Annual Health Check assessment was based on two elements:

Quality of commissioning

Firstly, is the organisation getting the basics of healthcare right? In other words, is it meeting the Government's core standards and existing commitments for the NHS? Also, is the organisation making and sustaining improvements in priority areas? In other words, is it performing well against the Government’s national priorities for the NHS?

Financial management

Is the organisation managing its finances effectively? The assessment of financial management draws on work carried out by the Audit Commission.

Ratings are awarded on a scale of four (excellent, good, fair and weak). For the third year
running, NHS Rotherham received a rating of “good” for quality of commissioning and “good” for financial management. This places our performance amongst the top commissioning organisations in the country.

Within the rating for quality of commissioning, we fully achieved a number of key targets set by the Healthcare Commission relating to access to services, cancer services, infection control and adult mental health. Unfortunately, we missed the targets for ambulance response times, teenage conception rate, all age all cause mortality and childhood obesity. These are all areas where we have action plans and longer term strategies to address the under performance.

In 2009/10, the Annual Health Check has been replaced by the Care Quality Commission’s Periodic Review.

The Care Quality Commission's periodic review

For 2009/10 the format of this review differs slightly from the Annual Health Check. As a commissioner, NHS Rotherham will not be assessed against core standards. There will be an overall summary score against national priorities and existing commitments, which includes an additional indicator on cervical cancer screening.

The assessment of financial management will be the same as in 2008/9, subject to any changes that may be introduced by the Audit Commission.

The Care Quality Commission also issued a programme of special reviews and studies to be undertaken during 2009/10.
