The Government has far reaching proposals to change the NHS. A key change will be that GPs, and other clinicians, get a greater say in where money is invested for patient care. The Government proposes that Primary Care Trusts (PCTs) and their Boards be scrapped with much of their commissioning role handled instead by newly created Clinical Commissioning Groups. We expect that Rotherham will have a single Clinical Commissioning Group from April 2013 onwards. We in Rotherham are already working towards that goal: local GPs already hold a number of advisory and decision making roles in our recently revised governance structures.
The NHS Rotherham Clinical Commissioning Group Committee (CCGC) comprises four GPs, four senior NHS managers and four Lay Members and will soon recruit nurse and hospital consultant members.
The GP Reference Group (GPRG) is an advisory committee made up of elected GP representatives from the eight commissioning localities and Local Medical Committee (LMC) representatives. It ensures that decisions are made on a Rotherham-wide basis. As well as giving views on commissioning proposals it also holds the Strategic Clinical Executive GPs to account.
The Strategic Clinical Executive (SCE) comprises nine Rotherham GPs (including the Medical Directors) and some senior NHS managers. It meets weekly to direct work on commissioning activities.
The Commissioning Executive comprises eight GPs who have been funded by NHS Rotherham since January 2011 to lead developments in designated areas of service.
